     After three years of construction, our brand-new 18 holes on Hainan Island sits in limbo, a pawn in the national government's crackdown on new golf course construction, even though the course had been fully permitted by the provincial authorities. 

     Built on an island in the Nandu River just three miles before it flows out to sea, the golf course was raised up from the river with dredged sand, but engineered so that it would still allow the river to come up over it in flood stage, and return to playability once the waters recede. 

     No less than ten holes play along the river's edge -- if anyone ever gets to play them.
